Taiwan suspects official's involvement in multiple graft cases

Taiwan's Special Investigation Division, under the Supreme Prosecutors Office, said Thursday that it suspects former cabinet secretary-general Lin Yi-shih may have taken bribes from other sources besides his known dealings with the owner of a Kaohsiung-based business.
The suspicion arose after Lin's mother, Shen Juo-lan, voluntarily submitted Wednesday NT$18 million (US$603,000) in Taiwanese currency that she received from Lin to the division.
According to evidence secured by prosecutors, Lin, who is being held at Taipei Detention Center, received bribes of over US$2 million, denominated in US dollars, from Chen Chi-hsiang to help the latter's company secure a slag treatment contract from a subsidiary of Taiwan-based China Steel.
Officials from the investigation division have speculated, however, that it would be illogical for Lin to convert US dollars back into New Taiwan dollars — the denomination of the cash provided by his mother — because doing so would lead to exchange-rate losses and leave records at banks. Prosecutors therefore suspect that the money Lin gave his mother came from other bribes.
Prosecutors have also discovered that Shen had saved large sums of cash, denominated in both Taiwanese and American currency, under a third party's name in a safety deposit box at a Taipei bank. Shen was listed as a defendant Wednesday and was released on bail of NT$2 million (US$). She was barred from leaving the country.
Meanwhile, local media reported that Lin's father, Lin Hsien-pao, would voluntarily visit investigators to explain Lin's bribery case. Chang Chin-feng, a spokesman for the division, said investigators had not summoned Lin Hsien-pao for questioning, but said that he is welcome to come if he wishes.
The bribery case first surfaced after Taiwan's Next Magazine reported June 27 that in 2010, while serving as a lawmaker for the ruling Kuomintang, Lin took bribes of US$2.1 million from Chen.
A day after the report was published, Lin filed an aggravated libel suit against Chen. In light of the current situation the lawsuit will be dropped, Lin's defense attorney, Chen Sung-dung, said on Thursday.
The scandal has tarnished the image of the administration of President Ma Ying-jeou, concurrently KMT chairman, who always stressed clean governance as one of his core principles.

【政治中心╱台北報導】曾被國民黨重點栽培為立院龍頭接班人選的行政院前祕書長林益世，因貪瀆案中箭落馬，可以確定，馬英九執政期間，林益世都不可能在政壇翻身了。一路坐直升機扶搖直上的政壇明星，才44歲就那麼不愛惜羽毛，竟敢犯下貪污重罪，不論是否與林益世熟識，都會感嘆「少年得志大不幸」，太早嘗到權力滋味，終究毀掉林益世政治生命。
林益世來自南台灣的政治世家，他反應快、口才又好，自然被列為國民黨推動本土化的標竿。1999年，年僅30歲的林益世初試啼聲就選上立委，2006年還當上了青年團總團長，這是國民黨為了培養本土青年才俊而設，林得以出線，代表國民黨對他的刻意栽培；之後林出任國民黨副主席，成為國民黨史上最年輕的副主席。
高層交付使命必達
兩年後，4連霸立委成功的林益世，跌破大家眼鏡出任政策會執行長（俗稱大黨鞭），這個位置是黨主席馬英九與立委溝通的重要管道，象徵林益世直達天聽的本領。
林益世之所以深獲馬英九器重，在於他對高層交辦的政治任務，幾乎都會卯足全力使命必達，這或許是大黨鞭的宿命使然，但他強力貫徹黨意決心，也讓立委頗有微辭，也有立委抱怨說，很多意見要透過林益世傳達給上級，最後都無消無息，所以林益世在同僚中人緣並不好。
強勢作風人緣不佳
林升任祕書長後，架式又比擔任立委時更高，立院上會期處理證所稅案，當時財政部長劉憶如一個人穿梭立院，還私下抱怨自己孤軍作戰，外界問政院祕書長為何沒有陪同？當時林還老神在在說，要先讓財政部去溝通。但林的消極也讓藍委不滿，黨團大會還被抨擊。
